Play a leading role in supporting the communities of Ontario through the development of effective and sustainable adult community programs and services.
As part of Correctional Services, this division has jurisdiction over approximately 40,000 adult offenders under community supervision (probation, parole and conditional sentences), and provides programs, services and support designed to assist in offender rehabilitation and community safety.
As Associate Deputy Minister (ADM), you will be responsible for providing executive leadership and direction for the strategic planning, priority setting and overall direction of community services, including policy, business planning, operating plans and stakeholder partnerships.

What can I expect to do in this role?
Reporting to the Deputy Solicitor General of Correctional Services and having responsibility for managing directors in each of the regional offices, you will:
- Lead the development, implementation and management of legislative, regulatory and administrative initiatives with respect to community services
- Lead formal business planning and allocation, communication and reporting requirements to the fulfillment of the government’s mandate
- Provide leadership for driving cultural change and supporting approaches that focus on issues of anti-racism, inclusion and diversity to proactively improve workplaces
- Ensure effective operational management of the division
- Establish positive working relationships and ensure effective coordination with ministry partners and stakeholders to facilitate transformation in program and service delivery
- Forecast and develop strategies to address short- and long-term risks within the correctional services environment
How do I qualify?

- You are an experienced executive with superior strategic and operational management expertise to lead, motivate and inspire teams to achieve operational, policy and program goals and/or unite around a shared vision
- You have exceptional leaderships skills, based on a foundation of accountability, resiliency, collaboration, integrity and honesty
- You are an inclusive leader who values and can create a culture of diversity, inclusion and equity in the workplace
- You are a proactive and engaging leader with the ability to drive people-centred outcomes, involving others to deliver solutions
- You have demonstrated ability to deliver positive business solutions and results using solid strategic and analytical skills
- You have the ability to apply correctional philosophies, principles and best practices as part of the decision-making process
- You have a solid understanding and knowledge of labour relations principles in a unionized environment
Policy, Operational and Change Management Expertise
- You have a working knowledge of the correctional system in Ontario
- You have experience working within the “continuum of care” system of offender management and within the probation and parole accountability framework
- You have a comprehensive understanding of the institutional services structure and government decision-making processes
- You have experience leading policy development and have a user-centred design approach, developing and maintaining agile and iterative processes in pursuit of client-focused programs
- You have experience designing and delivering effective operational plans that align with the strategic direction of the organization
- You have experience leading organizational change initiatives
- You have proven ability to deliver on transformational change in large and complex organizations, including developing strategies to transform organizational culture
- You have demonstrated ability to apply innovative ideas to improve program structure and service delivery based on ministry and client needs
Strategic Communications, Political Acuity and Relationship Management
- You have employed interest-based approaches to achieve successful outcomes with internal and external partners having competing interests
- You have demonstrated negotiation and problem-solving skills
- You have a proven track record of developing positive union-management relations
- You have experience fostering positive horizontal relationships across the organization to develop and deliver integrated analysis and advice
- You are a sophisticated communicator and decision-maker who can effectively provide strategic advice and informed recommendations on strategic and high-profile issues
- You have proven ability to represent the organization in public settings, discussing challenging and sensitive issues
- You have proven political acuity to anticipate, recognize and effectively manage sensitive and high public profile issues
Location: Toronto
Salary: $164,910 – $220,520 Per Year
