China Import Summit 2012

China’s imports have witnessed rapid growth since China’s entering WTO, which has contributed a lot to the sustainable, stable and rapid economic development of China. China’s imports increased by 3.7 times from 2002 to 2010, and China has become the second largest importer in the world, and an important market for major traders in the world like Europe, US and Japan. On the other side, China’s imports are still affected by the imperfection of the trade regulations and policies, the low trade facilitation and the ineffectiveness of the organization of importing.

The Chinese government has called for more attention to increasing imports while stabilizing exports in order to promote more balanced and sustainable growth in foreign trade. It is necessary for China to promote its imports to change its mode of economic development, reconstruct its economy, ease domestic pressures for the resources and environmental sectors, accelerate scientific and technological innovation, improve people’s consumption, reduce trade frictions and maintain the balanced growth of imports and exports.

Under that circumstance, in a clear signal to encourage imports, China’s State Council said in a guideline on August 30, 2012 that China will stabilize its imports of commodities and actively increase the imports of advanced technology and equipment, key components and parts, as well as resources and raw materials.

China will lower import tariffs for some resources and raw materials with provisional tax rates and “appropriately” bring down import tariffs for some goods that are closely linked with people’s daily life.
