Job Title: Job Developer / Employment Counsellor

Position Type: Permanent, full time, with potential to grow within organization

Job Purpose: The Administrative Assistant ensures the efficient day-to-day operation of the office, and support the work of management and other staff. This position will report to the Operations Coordinator.


Job Summary

Reporting to the project manager, the Job Developer/Employment Counsellor’s responsibilities include preparing clients to be job ready through various skills training and counselling, presenting and promoting CPAC’s services and programs to community agencies and employers, and developing positions that match the qualifications of clients. The incumbent will work closely with employers and clients to support them at various stages including post- employment job retention.  In addition, the individual is expected to help organize career development conferences, job fairs and other career related events.



  • Outreach and promote CPAC’s programs to job seekers, employers and community agencies
  • Assist in the screening and intake of program participants, assess their skills, abilities and possible barrier for employment
  • Determine individual employment needs, develop a work action plan, and follow up on the implementation of client action plans
  • Present group workshops on employment related topics such as career exploration, résumé and cover letter writing, interview preparation,  job search strategies and essential/life skills
  • Provide one-on-one employment counseling with résumé and cover letter critique, interview preparation, job search techniques and career exploration
  • Assist clients in the development of appropriate work habits, behaviors and attitude for the workplace
  • Maintain ongoing communication with and provide general support to clients
  • Keep orderly case file of each client from intake assessment to completion of service, with details of assessment, service provided and outcomes at each step
  • Develop and cultivate relationships with employers to produce job leads, placement positions and job fair exhibitors
  • Maintain employer database and develop new employers via cold calls
  • Assess employer’s staffing needs and execute job matches as required by employers
  • Market job seekers to employers and facilitate their hiring by ensuring adequate support and resources
  • Monitor participants after employment to ensure proper job maintenance, retention and growth
  • Follow up with clients and employers to assess progress outcomes
  • Conduct program evaluation by collecting feedback from participants, service providers, employers and other stakeholders
  • Perform quality assurance to ensure compliance with the program and funder’s/sponsor’s standards
  • Refer clients to other community agencies
  • Assist in the preparation of various program reports and funding proposals
  • Maintain accurate documentation and provide statistical information as requested
  • Help organize career development conferences, job fairs and other career related events
  • Collaborate with colleagues on certain projects and programs
  • Other duties as assigned by management



  • Post-secondary education in career/employment counseling or equivalent
  • Experience in employment counseling/job development and prior work experience in a professional field required
  • Sound knowledge of labour market trend, job search strategies and job development cycle
  • Strong relationship building skills with employers and ability to successfully place job seekers with employers
  • Superior oral and written communication skills and presentation skills
  • Expertise in résumé and cover letter critique and in presenting job search and job retention workshops
  • Experience in Case Management of employment programs
  • Proven ability to work effectively with diverse clients including new graduates and newcomers
  • Excellent time management and organization skills, able to work well with minimal supervision
  • Must be a team players and able to work with different personalities and working styles
  • Proficiency in MS Office Applications; Word, Excel, Power Point, Outlook, Access, and internet
  • Working knowledge of the Employment Standards Act, Workplace Safety and Insurance Board
  • Experience working with youth and skilled immigrants is an asset
  • Knowledge of and experience in technical trades is an asset
